Mandate and responsibilities

In a spirit of innovation and continuous improvement, the Directorate for Development, Innovation and Expertise (DDIE) seeks to establish a roster of technical experts who may be called upon, as needed, to carry out short-term consultancies in various fields, including (but not limited to):

Business Development
  • Drafting and reviewing concept notes and full technical proposals (logic models, performance measurement frameworks, theories of change, draft budgets)
  • Contributing to the design of methodological tools for data collection and analysis
  • Conducting contextual, sectoral, and thematic analyses
  • Leading consultations with partners and stakeholders
Technical and Programmatic Support
  • Developing or enhancing tools, training modules, and framework documents
  • Providing support for the design of technical or programmatic strategies in Santé Monde’s areas of intervention or in cross-cutting and complementary fields
Research and Innovation
  • Designing and implementing action research, applied research, and pilot projects
  • Capitalizing on and disseminating lessons learned, including the production of publications and summary notes

Who we’re looking for

Experience and Expertise
  • A minimum of 10 years of professional experience in one or more of the following areas of expertise:
      • Sexual and reproductive health and rights (e.g., family planning, post-abortion care, STI prevention and management, adolescent health)
      • Maternal, newborn, and child health (e.g., nutrition, assisted deliveries, antenatal care, immunization)
      • Epidemiological surveillance (e.g., monitoring and detection of waterborne or epidemic-prone diseases, epidemiological surveillance centers)
      • Health care environments (e.g., water, sanitation and hygiene; biomedical waste management; health infrastructure and technical platforms)
      • Community engagement (e.g., gender-transformative approaches, comprehensive sexuality education, communication for social and behavioral change)
      • Prevention and management of gender-based violence, including mental health and psychosocial support, and survivor-centered care
      • One Health approach
      • Monitoring, Evaluation, Accountability and Learning (MEAL) (e.g., developing MEAL strategies and plans; designing tools and indicators; collecting and analyzing qualitative and quantitative data; impact measurement and organizational learning)
      • Economic development and empowerment (e.g., entrepreneurship, income-generating activities, support to cooperatives or community groups)
      • Sustainable and inclusive food systems
      • Environment and climate change adaptation
  • Significant experience in Africa, Latin America, and/or the Caribbean
  • In-depth knowledge of health systems, their governance, and the main challenges related to their strengthening
  • Proven experience in preparing solicited and unsolicited proposals for Global Affairs Canada (GAC) and/or other bilateral and multilateral donors (e.g., World Bank, European Commission, Global Fund, UN agencies)
  • Solid understanding of the project cycle and results-based management (RBM) principles, as well as rights-based programming
Skills and Competencies
  • Strong analytical, synthesis, and knowledge translation skills
  • Excellent writing skills
  • Strong interpersonal abilities and experience working in multicultural and multidisciplinary environments
  • Proven experience working remotely and collaborating effectively with teams across different geographical and organizational contexts
  • Demonstrated autonomy, initiative, creativity, and results orientation
  • Ability to work under pressure and meet tight deadlines
  • Strong attention to quality, detail, and methodological rigor
  • Proficiency in Microsoft 365 and other collaborative digital tools
Education and Languages
  • Master’s degree (or higher) in a relevant field such as public health, social sciences, environmental sciences, international development, social work, or another related discipline
  • Excellent command of French, English and/or Spanish (oral and written)

The application must include:

  • A curriculum vitae (maximum 6 pages)
  • A cover letter clearly outlining the area(s) of expertise and relevant experience and competencies
  • An indicative financial proposal or rate sheet, including the daily rate in Canadian dollars (CAD)
  • Two samples of deliverables produced within the past five years (e.g., project proposals, evaluation reports, research protocols, thematic strategies or plans, training modules), in French or English
  • Three professional references with contact information

Only shortlisted candidates will be contacted for specific assignments.

A separate contractual agreement will be established for each assignment, specifying the deliverables, duration, and terms of collaboration.

In accordance with the Personal Information Protection Act, all submitted information will be retained for up to 12 months solely for recruitment purposes and will then be securely deleted.
