Monitoring, Evaluation and Learning (MEL) Manager

Santé Monde is a non-governmental International Cooperation Organization (ICO) specialized in the design, management and implementation of health projects since 1987. We value a codevelopment approach to contribute to the sustainable improvement of community health.

Context

As a member of the Innovation and Expertise team, the MEL Manager will work closely with the Innovation and Expertise Director, the Gender Equality and Human Rights Advisor, the Environment and Sustainability Advisor, consultants, project managers and the Communications Manager. The MEL Manager contributes to the achievement of Santé Monde’s strategic objectives and its efforts as a learning organization. He/she contributes to the continuous improvement of projects, programs and approaches through monitoring and evaluation support. The Manager ensures that the conditions are in place for the creation, sharing, capitalization and renewal of knowledge and skills within the Santé Monde team.

MAIN TASKS AND RESPONSIBILITIES

Strategic aspects

  • Accompany Santé Monde in the development of an adapted and holistic MEL strategy for the organization, with a focus on strengthening learning mechanisms. Ensure proper integration of the strategy into the organization’s strategic planning;
  • Represent Santé Monde in relevant networks to contribute to the field of global health and share information with the team (CanSFE, including the Metrics working group, ACSM, etc.).

Knowledge, information and learning management

  • Participate in the identification (with the EID team, the DG) of priority programmatic aspects, keeping in mind the developing harmonized indicators to facilitate the compilation and aggregation of data;
  • Strengthen and operationalize a system (dashboard or other) adapted to Santé Monde, to facilitate the compilation and aggregation of data;
  • Compile/aggregate data along identified programmatic lines for all ongoing projects to inform programs as well as communications and philanthropic development;
  • Facilitate the creation of spaces for:
    1. Sharing of tools (created in projects and otherwise) ;
    2. Analysis, sharing and dissemination of results;
    3. Discussion of lessons learned and recommendations from project monitoring and evaluation, capitalizations, evaluations and any operational research conducted by Santé Monde;
    4. Critical reflection between projects, based on common challenges and issues;
    5. Sharing of other key information (e.g., conferences and evidence).

Monitoring-evaluation/learning

  • Based on lessons learned and best practices/evidence from the sector, and on needs identified with colleagues, develop harmonized data collection and analysis tools, and support teams in appropriating these tools and harmonizing work methods;
  • Develop a monitoring and evaluation guide/toolkit for Santé Monde, integrating the harmonized tools, and ensure its periodic update;
  • Provide technical support to the teams in terms of M&E and at various points in the project cycle.

Capacity building and support

  • On an ongoing basis and in collaboration with project managers (Canada/international) and advisors, identify capacity building needs, keeping in mind the importance of process ownership by project teams;
  • Facilitate the implementation of capacity building activities on MEL and relevant themes (conduct training and/or involve relevant internal resources);
  • Facilitate working sessions to share lessons learned and facilitate inter-project learning.

Requirements

  • Undergraduate degree in an appropriate field of specialization (especially public health);
  • Degree in program evaluation or project monitoring and evaluation (an asset);
  • 5 years of experience in monitoring and evaluation and project learning in international cooperation or public health;
  • Good knowledge of Global Affairs Canada’s reporting requirements, particularly in relation to Canada’s Feminist International Assistance Policy;
  • Fluency in oral and written French;
  • Fluency in written and spoken English and/or Spanish (an asset);
  • Knowledge of Office 365 suite tools such as Teams, Forms, OneDrive or SharePoint (a plus) ;
  • Experience using a database (an asset) ;
  • Be able to travel abroad (2 to 3 times per year), when the security and health situation permits;
  • Must be legally entitled to work in Canada.

Start date: end of January 2022

Schedule: 37.5 hours/week, Monday to Friday

Job location: Our offices are located in Quebec City, Quebec, Canada. Remote work is possible.
