Director of International Programs

THE ORGANIZATION

Since 1987, Santé Monde has been designing and managing international projects in the area of public health. Thanks to numerous partners and experts, the organization has implemented exemplary projects with lasting positive results. Santé Monde’s projects contribute to the strengthening of health systems, particularly in the following areas: maternal, newborn and child health (MNCH); primary health care (PHC); sexual and reproductive health and rights (SRHR); response to HIV/AIDS and STIs; training of health professionals; epidemiological surveillance; health environment; and governance of health systems.

Under the immediate authority of the General Manager, the Director of International Programs is responsible for Santé Monde’s international programming and carries out the activities necessary to achieve the mandates entrusted to their department. The incumbent also participates in the organization’s executive committee.

Planning

  • Participates in the development of Santé Monde’s strategic choices and strategic planning processes.
  • Structures program management to reflect Santé Monde’s expertise and the countries in which activities are effectively concentrated.
  • Participates in the development of the organization’s annual operating plan.
  • Develops the objectives, priorities and work plan of their department.
  • Coordinates the planning and implementation of programs/projects of their department.
  • Participates in the development of and approves work plans and targets for the project managers under their responsibility.
  • Identifies, develops and maintains strategic of delivery partnerships for certain types of projects.
  • Contributes to the development of institutional policies, norms and standards for the management of international programs.
  • Participates in the development of institutional policies, norms and standards for the management of human, material and financial resources.
  • Evaluates the human, financial and material resource needs of the department in order to deliver the set outcomes.
  • Participates in the preparation of the annual institutional and project budgets, and ensures the implementation of the financial counterpart plan for each project.
  • Collaborates in the operationalization of priority cross-cutting themes (gender equality and human rights, environment, action research, etc.) in the projects under his/her responsibility.

Management

  • Develops the objectives, priorities and work plan of their department.
  • Ensures that annual project budget targets and matching budgets are met.
  • Arranges for branch staff to understand and integrate organizational and branch goals and priorities.
  • Sets annual and developmental goals for branch staff and monitors their achievement.
  • Actively participates in the process of negotiating protocols with partners and contracts and contribution agreements with donors.
  • Participates in and approves the selection of human resources for programs/projects, in coordination with senior management.
  • Participates, as required, in the steering committees of partnered projects and joint project committees.
  • Ensures equitable workload sharing.
  • Actively participates in the identification of ad hoc expertise resources required on projects.
  • Approves the terms of reference for support missions, project managers’ missions and external consultants for the programs/projects under their responsibility.
  • Ensures the integration of all of Santé Monde’s policies in the planning and implementation of programs/projects, including compliance with equality and ethical standards.

Business Development and Advocacy

  • Represents Santé Monde with partners, donors and local authorities, in conjunction with the international program.
  • Is responsible for following up on business development contacts for their department.
  • Assigns business development objectives to staff under their responsibility.
  • Identifies program/project opportunities, potential partners and funders.
  • Participates in the analysis of project proposals and potential bids.
  • Participates in the preparation of projects in response to unsolicited bids or proposals.
  • Participates in the visibility and notoriety of the organization.

Coordination

  • Participates in the organization’s executive committee meetings.
  • Participates by invitation in meetings of the Board of Trustees.
  • Maintains effective relationships with Canadian and international technical partners and ensures their optimal participation in the planning and implementation of programs/projects under his/her responsibility.
  • Ensures the coordination, guidance and support of the professionals in his/her department in order to achieve program/project results and institutional objectives.
  • Coordinates and ensures the optimal use of financial and human resources under his/her responsibility.

Monitoring/Evaluation

  • Carries out the follow-up and control of work plans and expected results.
  • Supports the human resources assigned to their department.
  • Is responsible for the evaluation of projects under their responsibility.
  • Is responsible for the work climate of their department to ensure that it complies with the codes of ethics, conduct and policies in effect.

Other duties

  • Performs any other tasks not specifically indicated in this description and requested by their immediate superior.

Job Requirements

  • University education in project management, administration, public health or equivalent.
  • Fifteen years of relevant experience, including three years in developing countries, particularly those experiencing social, environmental and health crises.
  • Demonstrated experience in project or program management, particularly with Global Affairs Canada, the World Bank and USAID/BHA.
  • Demonstrated experience in mobilizing and managing teams.
  • Experience in implementing management systems and tools.
  • Experience in the development and use of international donor tools such as RBM, logic model, performance measurement framework.
  • International health skills.
  • Knowledge and interest in new development approaches and tools.
  • Knowledge of new trends in international aid, particularly in international health.
  • Ability to build partnerships.
  • Ability to negotiate contracts and memoranda of understanding.
  • Experience in computer technology or systems is desirable.
  • Demonstrate openness, ability to listen and dynamism in management.
  • Ability to lead with conviction.
  • Fluency in French and English. Spanish is an asset.
  • Availability to carry out several missions per year abroad.
  • Canadian citizen or permanent resident.
